Turkey has long been one of the cheaper Apple regions, which is why these cards move quickly. The account requirement is absolute, though: the code will only redeem on an Apple ID whose country is set to Turkiye. Switching an existing Apple ID to the Turkish region means spending your current balance down to zero first, because Apple will not let you change country while any credit remains.

Turkish App Store pricing is revised periodically and Apple has adjusted lira pricing more than once in recent years, so the value you get per lira is not fixed over time.

To redeem: open the App Store, tap your profile picture, choose Redeem Gift Card or Code, and enter the code. On macOS the option is under the Account menu in the App Store.
