These codes are issued for Saudi Arabia and priced in riyals. Netflix matches the code to the country your account is billed in, so a Saudi code needs an account created in Saudi Arabia. Paying by gift card rather than card suits buyers whose bank cards are declined by international billing, and people who would rather not leave a card on file with a subscription that renews automatically.
To redeem: go to netflix.com/redeem, sign in, and enter the code. The credit is added to your account balance immediately and is used before any payment method on file. You can check the remaining balance on the same page at any time.
